Business Consultant Public Sector - Human Capital Management

The successful candidate will have the opportunity to: Pioneer New Configurations: Take the lead in designing the application's configuration strategy for the public sector from scratch, setting the standard for future legislative updates in this domain.

Standardization & Future-Proofing: Actively contribute to the goal of standardizing database configurations and reducing "out-of-standard" setups, ensuring the new public sector implementation is robust and easily maintained while at the same time providing app customization flexibility.

Key Responsibilities: Public Sector Legislative Analysis: Conduct
- depth analysis of national and local public sector legislative and fiscal updates related to employee administration, payroll, and taxation.

Assess their impact and propose compliant implementation strategies.

Controlled Configuration Implementation: Define and implement necessary system configurations and database modifications specifically required for the public sector.

This must be done in close consultation with the HCM Private Sector Legislation Team Lead and the HCM Development team to rigorously ensure that no current, stable configurations for the private sector are compromised.

Mandated Compliance Delivery: Ensure the timely development and release of all system updates and configurations, strictly adhering to legislative deadlines imposed by the law.

National Reporting Configuration: Design and configure the HCM application to accurately generate and support mandatory national declarations and reports, including D112, REGES-ONLINE submissions, and public
- specific declarations (e. g. , L153).

Compliance & Authority Collaboration: Work with relevant public sector authorities and consultancy firms to ensure all implemented solutions are compliant, efficient, and accurately reflect the unique requirements of the public domain.

System Testing & Validation: Support rigorous functional and user acceptance testing (UAT) focused on validating the accuracy and compliance of public sector specific changes prior to release.

Subject Matter Expertise (SME): Act as the legislative SME for public sector regulations, providing essential technical support, troubleshooting, and expertise to the delivery and development teams.

Required Skills & Experience: Expert Knowledge of Public Sector Legislation: Demonstrated,
- depth understanding of public sector specific legislation concerning payroll, taxation, and employee administration is mandatory.

Mandatory Reporting Expertise: Proven knowledge and practical experience with national reporting obligations, including but not limited to: D112, REGES-ONLINE, and salary reporting under L153.

Collaborative Technical Aptitude: Proven experience working with complex business applications and databases (proficiency in SQL is a huge plus) with a strong ability to work within established technical constraints and process guidelines.

Stakeholder Management: Excellent collaboration skills to effectively liaise with government authorities, external consultants, and internal technical teams.

Familiarity with project coordination tools like Jira/Confluence is preferred.

HRIS/ERP Experience (A strong plus): Prior experience with HRIS systems configuration, preferably in the public sector.

Experience with the Charisma software platform (A strong plus).
