HR Payroll Specialist
Location - Onsite - Cluj-Napoca, Romania

The HR Payroll Specialist is responsible for

- end payroll operations and administration for employees, ensuring compliance with local labor laws while maintaining accurate payroll processing, reporting, and system maintenance.
Key Responsibilities:
Payroll Processing & Administration:
- Manage complete payroll workflow for allocated countries
- Maintain and update personnel database regarding salaries and benefits
- Operate company database programs for accurate payroll calculation
- Process monthly payroll, including benefits taxation and administration
- Work directly with payroll providers according to agreed calendar
- Calculate wages, overtime, taxes, and social contributions
- Process new hires, terminations, and salary changes
- Monitor data quality to ensure payroll accuracy
Reporting & Compliance:
- Generate and manage daily, monthly, quarterly, and annual reports
- Prepare and submit required tax declarations to local authorities
- Ensure compliance with labor laws
- Apply and provide guidance on legislative topics
- Maintain documentation for internal and external audits
- Issue annual tax forms and certificates
- Monitor and implement legislative changes affecting payroll
Stakeholder Management:
- Partner with internal departments (Finance, HR) and external parties (insurance, tax authorities, auditors, benefits providers)
- Maintain close relationships with benefits providers
- Address and resolve employee payroll queries
- Act as subject matter expert for HR administrative activities
- Provide local

Process Improvement:
- Identify and implement process improvements
- Create and update internal processes and work instructions
- Proactively identify and resolve problems and risks
- Propose and implement improvement actions
- Participate in relevant projects and initiatives
Required Qualifications:
- Bachelor's degree in Economics, Finance, Accounting, or related field
- Minimum 3-4 years of payroll experience, ideally for multiple EMEA countries
- Strong knowledge of labor laws and tax regulations
- Experience with local payroll software and HRIS systems
- Advanced Microsoft Excel skills
- Fluent in English (minimum C1 level)
Technical Skills:
- Proficiency in payroll software and HRIS systems
- Experience with ERP systems (SAP preferred)
- Strong database management skills
- Advanced Excel and reporting capabilities
- Power BI knowledge (preferred)
