Hauptaufgaben
Incumbent serves as the Value Added Tax (VAT) Assistant and liaison for the United Stated (US) Forces Victim/Witness Assistance Program (VWAP) for the Office of the Judge Advocate and personnel in Romania (RO). Maintains all official correspondence and acts as a liaison between the US and RO governments on all VAT and Excise tax related issues and the Victim Witness Assistance Program. Prepares VAT relief certificates related to purchases for US Forces as required by relevant agreements and implementing arrangements. Informs and trains the US officials and contractors on the policies and procedures applicable to tax exemptions for US Forces official needs and responds to queries on VAT procedures from contracting officers, contractors, and host nation officials. Prepares required VAT and Exercise Tax submissions to the relevant and appropriate national authority for official and personal VAT relief. Reviews, examines, and copies invoices on a daily basis, prepares spreadsheets and official correspondence for relevant and appropriate national authority. Reconciles VAT accounting records, computing totals for each accounting classification charged, prepares the final reports for VAT collection, and notifies HQUSAREUR of the results of the weekly submissions. Provides the requesting national authority with the information and the documentation verifying the purpose of the foods and services being delivered for the US Forces. Keeps abreast of current RO legislative and regulatory developments of interest to the US Forces regarding VAT and Exercise Tax exemption processes and procedures and advises the implementation of relevant agreements between the US and RO. Provides victims and witnesses of crime with information regarding the Victim Witness Assistance Program. Coordinates with law enforcement and legal personnel, and other agencies. Provides assistance to victims and witnesses. Ensures victims and witnesses are advised that their interests are protected by administrative and criminal sanctions, i. e. obstruction of justice charges, etc. , and that victims and witnesses should promptly report any attempted intimidation, harassment, or other tampering to military authorities. Ensures appropriate law enforcement agencies are immediately notified in case where the life,
- being, or safety of a victim or witness is jeopardized by his or her participation in the criminal investigation or prosecution process. Translates, often complex,
- legal and legal documents from Romanian to English, and vice versa. Frequently required to research legal texts to gain sufficient knowledge to translate precisely the legal terminology peculiar to the situation. Translations must be grammatically correct and correct concerning content. Uses a wide range of technical and nontechnical vocabulary to review and certify accuracy of translations and types completed work into final form. NOTE: Incumbent must be able to perform business related travel up to 10% of the time.
Qualifikationsanforderungen
MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the "Qualification Standards" published by U. S. Office of Personnel Management, as summarized below.
EXPERIENCE:
Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the RW-05 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to the work of the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education may be substituted for experience in accordance with the Qualification Standards Handbook.

In addition to the specialized experience, applicants must meet the following requirements:
- Advanced knowledge and fluency in both the English and Romanian language, in order to communicate verbally and in writing, and to translate from one language into the other;
- Must be able to obtain and maintain a valid Romanian driver's license type "B" (copy of it must be emailed when applying for the position, as attachment separate from the application form).
