- growing transportation and logistics leader that currently manages more than 10% of world trade, is seeking a committed and thorough Procurement Specialist – EU Funds to join the Business Development and Projects team of our container terminal in Constanta, Romania.

This role is crucial for the effective implementation and management of our EU-funded projects. You will be responsible for preparing the project’s procurement plan in line with the financing application or contract, as well as coordinating the entire procurement process related to each project.

Your Responsibilities:

• Collaborating with project managers to develop the contracting strategy for each project.

• Publishing procurement notices or invitations, providing the necessary information for bid preparation, in accordance with specific procurement procedures; prepares the tender documentation and technical specifications for
- related procurements.

• Coordinating the procurement process for goods and services, including the receipt, opening, and evaluation of bids; overseeing the contract signing process with selected suppliers and managing any related appeals or complaints.

• Overseeing the procurement of goods, services, and works within the scope of EU-funded projects, ensuring compliance with the financing agreement, applicable legislation, and relevant guidelines.

• Ensuring compliance with both EU and local procurement regulations.

• Monitoring deliveries and managing the procurement budget.

• Negotiating contracts and maintaining supplier relationships.

• Evaluating and selecting suppliers based on
- established criteria.

Your Profile:

• University degree in a relevant field such as Economics, Legal Studies, Engineering, or a related discipline.

• Approximately 3 years of previous experience in procurement or project roles, ideally involving EU or private funding.

• Strong knowledge of EU and local procurement regulations and practices.

• Advanced proficiency in English and Romanian, both written and spoken.

• Valid category B driving license.
